    In this paper, we propose a novel estimate for human capital and use it in estimating cross-country production functions in a panel-data setting. We then compare our results with the ones previously obtained to emphasize the neglected importance that human capital has received so far in this context. Here, human capital is the expected present-discounted value of future labor income. We show how this can be easily implemented in empirical exercises, despite the fact that labor income is a non-stationary integrated process. Our human capital proxy has two interesting characteristics: …rst, it captures the well-known trend observed on the number of years of schooling, present in every country. Second, its cross-sectional variation (across countries) is much grater than that observed for the number of years of schooling, which we credit to the fact that it captures cross-country di¤erences in the quality of human capital. Indeed, the coe¢ cient of variation (unit free) of our proxy of human capital is 3 times that of years of schooling for OCDE countries, and more than 7 times when the Penn World Tables data base is used. As a consequence, its use implies an increased human-capital elasticity in the production function vis-a-vis that obtained using years of schooling, and a more prominent role of human capital in growth accounting exercises.

    Este trabalho estuda a evolução da acumulação de capital humano
    em economias pobres em um ambiente de estagnação econômica. Con-
    centraremos o estudo em países da África, a região mais pobre do
    mundo. Mostramos que não há uma explicação única e geral para a
    convergência da educação em África. No entanto, fatores de oferta,
    tais como os custos na aquisição de uma educação desempenham um
    papel importante e decisivo: se estes custos não tivessem caido entre
    1960 e 2010, a escolaridade teria permanecido constante em inúmeros
    países.

    Neste artigo analisamos o desenvolvimento econômico do Brasil no pós-guerra e as relações entre suas dimensões econômicas e sociais. Buscaremos mostrar que o padrão de desenvolvimento excludente e as escolhas de política econômica do pós-guerra – restrições ao comércio internacional, subsídio à acumulação de capital, baixo investimento em educação, por exemplo – não só agravaram as enormes desigualdades sociais herdadas do passado, mas estão em larga medida na raiz da estagnação posterior.

    This article examines the effects of sectorial shifts and structural transformation on the recent productivity path of Latin America. We use a four-sector (agriculture, industry, modern services and traditional services) general equilibrium model calibrated to the main economies in the region. The model very closely replicates labor reallocations across sectors and the growth of aggregate labor productivity from 1950 to 2005. Structural transformation explains a sizeable portion of the region's convergence in the first decades. In most cases, the poor performance of the traditional services sector is the main cause of the slowdown in productivity growth observed in the region after the mid-1970s and is a key factor in explaining the divergence during this period.
